With reference to the last paragraph of my letter of the 5th instant, I beg to inform you that it has now been decided that contracts will be made between His Excellency the Governor as principal and the contractor.

You yourselves will be the Engineers in charge and the Director of Public Works will be Consulting Engineer and Arbitrator.

It is proposed that payments be made only on certificates signed by you as Engineers and countersigned by the Director of Public Works.

If you will be good enough to forward me a copy of your usual form of contract, I will submit it to the Crown Solicitor for revision and modification to meet the above requirements.
